It is indeed legal to prohibit dating between coworkers (with a few exceptions, such as in California, where courts have ruled that the state constitution provides broader privacy protection in employment matters).
In my opinion I think most of it is harmless and some of it becomes inevitable when attractive people work closely together for long enough. I flirt all the time at work, it breaks up the monotony. You can't stop the fact, that when people work closely together, sexual chemistry is likely to occur from time to time. Remember, many people have shitty relationships, or the SEX has become infrequent or just plain OLD! I know that for SOME people, flirting goes a whole lot further. Do you know anyone that goes around feeling like they are doing wrong? Having been a supervisor a few times I can tell you that 'harmless' flirting can lead to people not advancing in a company and or being dismissed.
I would never ever date a coworker though, not even worth it. well most of the time us good guys think its harmless and we really dont want anything to happen other then flirting. So, all in all, I'd say you need to be more specific, AND decide whose opinion you actually want and why. Everyone has an excuse, a rationalization, a justification. I've sat in on staff meetings where we've decided which of the 'flirters' to keep and which to let go...
But if it gets close to crossing the line where something could come of it we stop. It may be wrong, but it feels good, so come up with something that takes away the wrongness. It goes on ALL the time and I am one of THE biggest dirty mouthed flirts where I work. and the only reason it came up was because of the flirting behaviour.
We stop and think about what if some guy was flirting like this with my girlfriend,would I mind? It's both un-invited and un-called for around here, and can make for an uncomfortable environment.
